What is Illegal Software?

    Unauthorized software duplication is subject to legal penalties, which include imprisonment for up to three years or a fine of up to 50 million KRW. Repeat offenders may face up to five years of imprisonment or a fine of up to 70 million KRW. Both individuals and organizations are held accountable for violations.

    Even using unauthorized software on a personal laptop within the university premises is considered a violation.

    The enforcement criteria are based on the location (site) rather than ownership of the device.

    Deleting software or formatting storage during an inspection may result in additional charges for evidence tampering.

What is Open-Source Software?

    Publicly available software downloaded from the internet falls into two categories:

    • Freeware: No restrictions on usage.
    • Shareware:
      • - If used beyond the conditions set by the copyright holder, it becomes unauthorized.(Usage within the university requires permission from the copyright holder.)
      • - Some software has restrictions based on usage period or frequency.
      • - Shareware may later transition into a paid software model at the discretion of the developer.

    How to Identify Licensed vs. Illegal Software

    • Licensed Software (Genuine Software) : Officially distributed with permission from the copyright holder.
    • Illegal Software (Unauthorized Transmission & Copying)
      • - Any software shared via wired or wireless networks without the copyright holder’s consent.
      • - Using a single licensed software copy on a company network or server for multiple users (2 or more).
      • - Uploading software to websites, bulletin boards, or other online platforms without permission.
      • - Downloading and using software from an unauthorized source for business purposes, despite knowing its illegality.
    • Illegal Software (Copyright Infringement Cases)
      • - Copying or installing software onto a hard drive, floppy disk, CD-ROM, or other storage media without permission.
      • - Storing software in RAM for transmission without consent.
      • - Copying and distributing OEM (bundled) software intended for pre-installed use only.
      • - Using backup copies on multiple computers or redistributing them to third parties.
      • - Retaining and using software after license expiration.
