이 논문은 공동체 내부에서 문화정책과 정책행위자(집행자와 대상자) 사이의 관계를 통해 그 문화정책이 그 지역사회 내부에서 작동되는 과정에 대해서 연구하였다. 

지금까지 문화정책에 대한 연구는 정부 주도로 이루어진 관계로 실용논리에 입각해서 정책의 이념과 그 효과에 대해서 집중해 왔다. 이러한 연구 방식은 문화정책을 당위적으로 파악하기 때문에 문화정책이 공동체 내부에서 실제 작동하는 테크놀로지에 대해서는 설명하기 어렵게 한다. 그러나 문화연구는 문화의 개념을 인간행위를 구성하는 의미화 체계 인식하고 그 영역을 정책으로까지 확대했다. 문화연구가 관심을 갖는 문화정책은 문화와 권력 그리고 그 주체와의 관계에서 작동되는 문화정책이며, 이것은 단순한 행정절차가 아닌 통치와 권력을 둘러싼 전체 시스템이 된다. 따라서 문화연구는 그 사회 시스템들이 개별 주체와 관계 맺는 방식에 대해서 집중한다. 

이 논문은 문화정책의 의미화 과정을 파악하기 위해서 지역 문화재단의 공모지원 사업을 구체적인 분석 대상으로 삼았다. 지역 문화재단을 분석 대상의 큰 범주로 설정한 것은 지방자치제 실시 이후 우리나라의 문화정책은 지역 분권화를 가속화하고 있기 때문이며 지역 공동체의 성장과 함께 그 내부에서 작동되는 문화정책 역시 그 중요성을 인정받고 있기 때문이다. 더욱이 현재 우리사회는 정권교체 이후, 문화정책에 대한 개념들이 재 의미화되고 있는 과도기 상태에 있다. 이러한 변화 역시 정부 주도적으로 이루어지고 있는데 그 영향관계 속에 지역 문화예술환경은 놓여있으면서도 실제 작동하는 방식에 있어서는 상의한 어떤 지점들을 보여주고 있다. 

지역문화재단의 다양한 지원 프로그램 중 공모지원 사업을 선정한 것은 문예진흥기금 공모지원 사업이 우리사회에서 오래 지속되고 있는 정책 프로그램이며 정책 대상자들에게 지원금을 직접 수여하는 직접지원 프로그램이기 때문이다. 궁극적인 분석대상은 공모지원 사업을 둘러싼 행위자들을 대상으로 설정했다. 따라서 이번 연구의 분석 대상은 재단을 중심으로 공모지원사업을 집행하는 정책 집행자 분석과 이 공모지원사업의 신정자격을 획득한 정책 대상자이다. 

집행자는 공모지원 사업과 관련된 재단 측 직원들 및 공모지원 사업 심사위원들이며 정책 대상자는 공모지원 사업을 신청하고 선정되고 그 사업을 진행시켰던 문화예술인들로 한정했다. 정책 대상자는 형식상 문화예술인을 포함한 전체 지역 주민이지만 공모지원 사업과의 관계에서 그 의미화 과정을 파악하기 위해서 공모지원 사업의 전 영역 즉, 공모지원사업 신청․선정․실행에 참여한 문화예술인들로 한정했다. 이 두 집단을 크게 정책 행위자로 칭했다. 정책 행위자 연구는 두 부분으로 크게 나뉘어 시행되었는데 하나는 정책과 직접 관계 맺기 이전, 그들의 상황을 분석하는 것이고 다른 하나는 정책과 직접 관계 맺으면서 야기하는 정책의 해독과정과 실천이 그것이다. 

이러한 문화정책의 의미화 과정을 파악하기 위해서 정책을 지역 문화예술환경 내부에서 소통되는 메시지로 여기고 이 메시지가 정책 대상자들 사이에서 어떻게 해석되며 실천되는지를 보고자 했다. 문화정책은 한 사회의 공공부분으로서 공동체 구성원들에게 전달되며 그 구성원들은 그 정책의 내용을 자신의 상황에 맞게 의미화하며 해석하고 실천한다. 이러한 의미화 과정분석을 통해서 지역사회 내부에서 문화예술정책의 의미를 파악하고자 했다. 

[영문]The purpose of this study is to analyze the signifying process of cultural policy from the relation between the cultural policy and the policy actors. 

The Cultural policy studies have been carried out by the Government, so it is focused in the ideology and the effects of the policy. This kind of research recognizes the cultural policy as the administration process and fails to describe the cultural technology which the cultural policy is operating onto the community. Cultural Studies which are considering culture as a signifying system constructing the human behaviors conceptualize the cultural policy as the social operating system among culture, the power and the subject. It means cultural studies making research about the cultural policy focus on the relation between the individual subject and the social system. 

Towards of this purpose, I have focused on Culture and Arts Promotion Program of the regional cultural foundation(CAPP). The most well-known art & culture funding program in S. Korea, CAPP is divided into three categories: support for the creative activities of artists; support to increase the public opportunity to gain access to artistic and cultural activities; support for arts and cultural activities at the local community organized by community members. 

Since the policies for the provincial self-governing system in South Korea, Korean cultural policy is adapting itself to the local community and the re-organizing the regional cultural factors. After the Rho Moo-hyun administration, Cultural Policies and the ambient of arts, culture and heritage institutions or practitioners have faced unprecedented challenges posed by milestone revolutions, events and processes such as the political and cultural turns, accelerated globalization and new international trade regimes, a development of new applications of information and communication technologies and the growth of Korean Civil Society. These and other trends are increasingly coupled by increasing budgets for culture at local government as well as efforts to re-define and broaden the scope of planning and policy-making for culture, creativity and innovation beyond the arts and artistic work. 

In the analysis of the signifying system of cultural policy, this study tries to explore the relation between CAPP and the policy actors who are divided into the administrative workers and 'the artists and practitioners'. The administrative workers are the person in charge with CAPP and the members of the executive board and 'the artists and practitioners' are the person who have got the grants from CAPP. 

At this study, the cultural policy(CAPP) is supposed the signifying message communicated to the community. The final goal of this study is to analyze which process the policy actors interpret to practice and appropriate the cultural policy.
