세계적으로 농업 가치사슬 (value chain) 접근법은 Global South의 빈곤과 싸우는 지속가능한 발전 방법으로 주목받아왔다. 하지만 미얀마와 같이, 분쟁과 군사정부를 겪고 있는 사회의 경우, 가치사슬은 대부분 소수의 힘있는 이들에 의해 지배당하고 있으며, 이에 가난, 불평등, 차별 등이 더욱 심화되고 있다. 그런데 우리는 그 속에 존재하는 다양한 차원의 권력에 대해서 얼마나 알고 있을까? 그리고 일반적으로 힘이 없다고 여겨지는 농민들은 가만히 지배당하기만 할까? 이에 대해 본 강연은 미얀마 분쟁 지역 중 하나였던 미얀마 몬 주의 2개 마을의 고무 가치사슬을 사례로 힘있는 이들과 농민 간의 복잡한 상호작용을 살펴본다. 특히, 현지조사를 바탕으로 작성된 지난 30년 간의 두 마을의 가치사슬을 종적, 횡적으로 비교 분석하여, 이를 통해 가치사슬 속에 존재하는 1, 2, 3 차원적 권력과 이에 대응하는 농민의 agency로서의 다양한 exit, support, voice(everyday resistance 및 hidden script 등) 전략을 설명한다. 또한 농민 그룹 간의 agency 차이는 그들의 사회적, 집단적 자원과 관련되어 있음에도 주목한다.
