3책5공이란?

1. 정의

국가연구개발사업을 수행하는 연구자의 연구수행 전념을 유도하고 신진연구자의 국가연구개발사업 참여기회를 확대하고자 연구자의 국가연구개발사업 수행 과제 수를 제한하는 제도입니다.

2. 근거 규정

[국가연구개발사업의 관리 등에 관한 규정] 제32조(연구수행에의 전념) 제2항

3. 적용대상

중앙행정기관 또는 전문기관과 주관연구기관이 체결한 연구개발과제 협약서에 참여연구원(연구책임자 포함)으로 등록되어 수행하고 있는 연구개발과제

4. 세부내용

가. 상기 조항에 따라 교육과학기술부 뿐만 아니라 타 부처 사업도 과제 수에 포함되며, 과제 참여건당 1개의 과제를 수행한 것으로 간주합니다.
나. 정부 또는 전문기관과의 협약체결 시 주관연구책임자로 지정되지 않은 세부과제 책임자는 연구책임자로 간주하지 않으나 연구개발과제를 수행하는 것으로 간주합니다.
다. 연구에 참여할 수 있는 과제 수는 최대 5개입니다.
라. 다음 사업은 3책 5공에 적용되지 않습니다.
- 연구과제의 신청 마감일부터 4개월 이내에 종료되는 연구개발과제
- 사전조사, 기획·평가연구 또는 시험·검사·분석에 관한 연구개발과제
- 세부과제의 조정 및 관리를 목적으로 하는 연구개발과제
- 중소기업과 비영리법인의 공동기술개발 과제로서 국가과학기술위원회가 관계 중앙행정기관의 장과 협의하여 그 금액 등을 별도로 정하는 연구개발과제(비영리법인 소속 연구자의 연구개발과제 수 계산에 대해서만 적용한다)
- 국가과학기술위원회가 관계 중앙행정기관의 장과 협의하여 별도로 정하는 금액 이하의 소규모 연구개발과제

5. 유의사항

가. 사업별 참여제한이 다를 수 있으므로 반드시 해당 사업 공고문의 사업요강을 확인하셔야 합니다.
나. 부처별로 3책 5공 적용 기준이 상이한 실정을 고려하여 현재 국가과학기술위원회에서 3책 5공 제도 개선 진행 중입니다.
다. 타 기관에서 수행하고 있는 과제에 참여하고 있는 경우 반드시 본인이 확인하셔야 합니다.

Objectives

The objectives of the Australian-Korea Foundation (AKF) are to:

increase public awareness of Australia in Korea, and of Korea in Australia, and the importance of the bilateral relationship
develop partnerships in areas of shared interest in the bilateral, regional and global context
increase Australians' capacity to effectively engage with Korea.

Key priority areas

Strategic international relations
Trade and commerce relationships
Cross cultural collaborations
Technological, scientific and education innovation

Applications for activities that would strengthen cooperation between Australia and Korea to respond to the COVID-19 pandemic would be welcomed.

Grant amount

Grant applications for a minimum of $5,000 or maximum of $40,000 per year up to three years will be considered. It is anticipated that most grants will be between $15,000 and $30,000 per year, depending on the scope of the grant activity and its complexity.

Co-contributions from your Korean partner and other parties strengthen your application.

Timeline for reopened 2021-22 grant round

- Opening date — 12 May 2021

- Closing date for submitting applications — 21 June 2021

- Unsuccessful applicants notified — September 2021

- Successful applicants notified — September 2021

- Processing of grant agreements for successful applicants — September 2021
